My fans won't spin up and the system won't post

I'm not sure what the problem is. I tested my power supply with a tester tool that came with my psu (a EVGA supernova 650 gold) and the fan spun up. I tried taking my motherboard out and c screwing it back in again but still nothing. My motherboard isa MSI x370 gaming plus. Any help would be much appreciated before I send my motherboard back.

1| When posting a thread of troubleshooting nature, it's customary to include your full system's specs like so:

2| Just because the PSU was able to power up a fan doesn't indicate the full story about a PSU's ability to power up an entire system. In fact what you did is known as the paper clip test on a PSU. ALl it does is simulate a load but not the load of all your components powered up.

3| You might also need to perform a breadboard to see if the system powers up outside of case - could be a grounding issue within the case.

Is this system built by yourself, brand new or used?

First of all I would like to thank you for the response
My specs are as follows
Cpu ryzen 7 1700
Motherboard MSI x370 gaming plus
Ram 2×4gb g skill ripjaws v ddr4 3200mhz
Drive Samsung 960 Evo m.2 250gb
Rx Vega 64 reference (sapphire if it makes a difference)
PSU EVGA supernova 650 gold
Chassis corsair 270r
Os I plan to install Windows
Will try breadboarding

If after all the ideas you have tried here go back to the basics.......... disassembly your PC and place the motherboard on some kind of insulation. Only install the power supply (video card does provide variable so if the cpu have built in video remove your video card) and then no boot device. Make sure nothing is attached. It should post, will take a long time and you might get a keyboard error. Any peripripheral can create a problem. Some BIOS don't post well without a keyboard so try a keyboard first. Everything else removed. You get the idea. Even a short from the motherboard to the case or improper grounding can cause a problem.
