A lot will depend on what you are using the Pc for. If it's for gaming, there is a lot of overkill there that really doesn't do you any good. I've trimmed it down quite a bit, and it will actually give you better performance in games for a lot less money.

Is this going to be a gaming pc ?

Id cut down on the power supply .. get something like corsair gs700 and use the extra cash to buy a gtx 780 or r9 290x whichever u prefer

770 will lag at ultra settings on 1080p in some games

Would you recommend MSI, Asus, or Evga. And for an example, if I put two lower end cards like two 660 GTX GPU, would they pair up with a 780 or would it be better to just get one dedicated GPU?

 
One dedicated Gpu. So in your example if you were spending 300 on the graphics card, instead of buying 2 660's, you'd buy one 300 dollar card. All 3 of those brands make good cards, what you'll be looking for is the cooling solution on them. eVga has their ACX cooler, Asus has directcu, and MSI has the twin frozr. Usually, the stock clock rates will be higher than normal when the better cooling solutions are used, so that will help tip you off.

Well I have now settled on the Evga 780, it seems to be worth, and I was already leaning towards Evga with the Evga 770.
