My first build

I suggest u get a Ryzen build instead, some reports says that even 7700k had some stutter because of it's being a 4c/8t CPU, so getting a Ryzen will be much more futureproof (there's also some news that more cores will yield better stability, meaning less fps dips) [get a B350 mobo if u're not SLI / X370 if u want to SLI later]
getting a 60 fps depends on the kind of games u want to play and the resolution, but with that GPU, u can go up to 4k@60fps just fine
850w PSU isn't necessary unless u're planning on SLI later (which i will not suggest since SLI had some compability issues in some games), if not, i suggest u get a 650w 80+ platinum instead
32 GB is an overkill for gaming, since most games doesn't even utilize full 16 GB (unless u're planning on some heavy productivity work)
 
You can do way better, get Ryzen, a 4k monitor and a 144hz 1440p monitor, 240Hz doesn't look much different, I can tell you first hand, not worth it.
Have you tried that mouse?
Very expensive, and not the greatest for ergonomics imo.
Dark Base 900 Pro is also the best case around.
