it's not an unlocked CPU, so given that it won't be overclocked, the stock cooler that came with the CPU is completely fine. Aftermarket coolers are only needed if you are overclocking.

you should be able to play any recent games without any issues. For instance, check out this page that contains a build with 4460 and a 285 (which is slightly better than a 280 and sometimes slightly worse, pretty much equal depending on which game you are looking at).
http://www.game-debate.com/gaming-pc/index.php?r_id=298749&cpu=Core%20i5-4460%203.2GHz&gpu=Radeon%20R9%20285%202GB&ram=8GB

You can select a game from the dropdown list on the left of that page and then click Game Analysis and the site will spit out avg fps for that game. Those are the numbers that you will roughly see.

+1; This is a pretty strong build for the price!

Including windows for £500 (ish)

Still a perfectly decent budget gaming rig

LucoTF's build is nice if your budget dropped to 400. Just take out the OS and it's around that price range. Honestly though, I would recommend saving some more money if you can and go for a nicer build. There's some point where your budget just gets too low for your "gaming" PC to last any decent amount of time.

Thanks for your reply Chass1990 ! I know that...but at the moment i don't have all the money...as a matter a fact i don't have no money...cuz my girlfriend she's pregnant and you know..need some money for the baby ...but i'm employed and for example i can buy something for 150£ every month till i have all the components ... so if you can recomend a pretty good build for let's say ...700£ it will be great . Thanks again for your help
