My folders and files named in Korean are broken..

I bought new SSD and installed fresh windows 8.1

( and no it is not downloaded windows 8.1 )

every installation was fine until I go into my 3TB HDD where I put my music files

and saw this

all 50GB worth of files have broken names...

changing country and region setting did not work...

any idea to repair their names??

Well, I would say that this is really strange.

Have you tried to attach the drive to another PC? It may be a good start. You can see if there's something wrong with your system or with the drive itself.
In case the issue persists, you can even see if the drive is recognized the same way under a different OS. You will need a flash drive or a CD, so you can boot up Ubuntu: http://www.tomshardware.co.uk/forum/267999-32-recover-data-mode
If the data is properly recognized under Ubuntu, try to transfer it to your SSD(see if it appears ok over there) and reformat the drive.
