My fps is getting capped at 60fps in csgo

Good day,
I have quite a decent computer specs are:
-I7 7700k
-16G ram
-1050 Ti 4G
-60hz dell monitor.

Now what happens is that fps will go all the way to 300 fps, but as it hits 300 it will then for some reason cap at 60 fps from that point. I would like to have a constant 300 fps.

What could be affecting this?

Do you have Vsync enabled?
....although I wouldn't think VSync would even let it go to 300 fps ever.

does it go back to 300 after hitting 60 then back down? or stays at 60 after the drop? Also does i go lower than 60 ever?
