Okay, so I had to rma a motherboard because it was powerlooping and wouldn't even go past bios. Here are my specs:
ASUS P8Z68 DELUXE/GEN3 LGA 1155 Intel Z68 SATA 6Gb/s USB 3.0 ATX Intel Motherboard with UEFI BIOS
G.SKILL Ripjaws Series 8GB (2 x 4GB) 240-Pin DDR3 SDRAM DDR3 1600 (PC3 12800)
Western Digital Caviar Black WD1001FALS 1TB 7200 RPM 32MB Cache SATA 3.0Gb/s 3.5"
Intel Core i5-2500K Sandy Bridge
Coolmaster Extreme at 600 watts
HIS HD 5870 Turbo

I had a GIGABYTE GA-Z68XP-UD3P LGA 1155 Intel Z68 HDMI SATA 6Gb/s USB 3.0 ATX Intel Motherboard and I used to be able to max black ops @ 120 fps and mw2 @ 90 fps (said so on Fraps). Now in mw2 I cant get above 70 and in Black ops I cant get above 60. I looked into my BIOS and each stick is running at 800mhz and I was told you have to double it because its ddr so that means its really running at 1600 mhz my cpu was OC to 4.2ghz for about an hour until I got a blue screen so I put it to default settings. My gpu clock is at 875 and memory clock is at 1225 for my graphics card. I formatted my hard drive and re-installed the OS right after I installed the new motherboard.

unless you have a 120Hz monitor I really dont know why you want to be above 70 since most monitors are 60Hz it caps FPS at 60 even if it says its above it... and something tells me you have V sync enabled for black ops too.

Reaction time is a lot slower now, a lot of people say there is no difference between 60 fps and 90 fps because the human eye can't see past that, but that's a bunch of bullsh.. Because I noticed a drastic change in aiming and overall gameplay from that drop in fps

I agree I see a difference between 60 and 120 for sure... only that you dont see it unless your monitor is above 60Hz which right now only 3D monitors are 120Hz what monitor do you have?

Post a pick of your GPU-Z results.

And while the eye can see more than 60 FPS, if your monitor is 60hz, it won't display more than 60 FPS, even if your card is generating 1000 FPS, your monitor will only display 60.

My monitor is 60hz. But even though you guys saying it won't display more than 60 FPS isn't the problem. The performance that I based off the FPS that fraps was saying I had went down from the numbers I posted before. I tried reinstalling an older driver but that didn't help.

Really? I don't notice a difference when things are over 40+

If you mean that a person notices a change when say in a demanding scene the FPS is temporarily cut in half (like what happens in Skyrim for me when I first approach a city, than goes back up to 40+) than yeah uhh duh?

There are differences between 40 and 60. I feel a difference, even though I don't really see a big difference. The difference I feel is often in how much motion sickness I feel. The actual cause of this may be a result of increased input lag from 40 to 60 FPS. Now that I have a 120hz monitor, I've begun to feel better when over 70 FPS, mostly felt in how much motion sickness I get.

Anyways, as far as MistaTwista's problem goes, did you have your previous CPU overclocked? Reduced FPS may be a result of your CPU, and not the GPU. Given that the change occurred after your swapped the motherboard, I'd guess it's more likely there. Your GPU-Z looks normal.

Yes, ATI OC is Enabled, but the mentioning the CPU comes to my other problem, If I overclock my cpu, after an hour of usage, I get a bluescreen, so I'm forced to stay at default speeds, I could easily OC my CPU with the cheaper mobo, but not this one, I forgot what the error message says, but it comes so quickly I have no time to read it.
