He recently bought a pc with windows 11, he has had it for 2 days now and has been playing games fine. He just did a windows update because it asked, and it restarted his PC like normal but it won't turn on now. The LEDs and fans turn on for a quarter of a second then shut off completely. His outlet works fine and the PC was working fine, but now it won't. Any suggestions?

Welcome to the forums, newcomer!

We're going to need a little more information. Please parse the specs to your friend's build like so:
CPU:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
Monitor:

If removing the side panel won't void your warranty(under suspicion by the shop that you've tampered with it) then see what the make and model of the PSU is. While the side panel is open, see if all connections are secure to all components from the PSU's end. The step mentioned prior should be done while the system is disconnected from the wall and the display.

While there, remove the CMOS battery from the motherboard and replace it after 30 minutes. See if that helps revive your friend's system.
