My friend is having the WEIRDEST computer performance problems

So my friend has the EXACT same setup as me besides ram
Heres the list of parts: i5-6500, gtx 970 SC and 8 gb ddr4 ram. I have 16 gbs of ddr4 ram and thats the only difference.
So the issue is that he is getting anywhere from 20-60 fps is the majority of games he plays such as rainbow 6 siege, overwatch and pubg but i, on the other hand, am getting well over 100 fps is all the games i play. It makes no sense. Can anyone help us out?

Yes, exactly the same setting in rainbow 6 but he gets 50 less fps than me
Also, the other day we ran a 3dmark firestrike benchmark and he got a HIGHER score than me, even though i have the "newer" pc. It makes literally no sense

cpu/gpu temp? cpu/gpu/hdd/ram usage?

Cpu temp was about 70, when pushed hard in games. Gpu temp was around 75ish, again when pushed hard.
gpu, hdd and ram usage was all okay but the cpu usage was weirdly high. I know rainbow 6 has had problems in the past with 100% cpu usage bugs but his cpu would max at 100% a decent amount and then drop back down to 85 or 90. I'm not too sure how to fix that though
