my friend is worried that he'll get a bottleneck if he chooses the gtx 950

His specs are i3 2120, 6 Gb ram 1333 mhz, Gigabyte pci-e 2.0 H68/h61 (he isn't sure) and a 400w psu.
And also, will his 400w psu be enough for a gtx 950? Sorry if there is a lack on information, that's all he's given me.

The 400w psu will be enough if it is a decent one. Shouldn't have a problem with bottlenecking with the GTX 950.
