My friend asked me to help him choose parts for his new pc, he wants his budget to be 500$ cad before tax. He is going to be gaming/using it for schoolwork. Could anyone help me choose parts?

It has a pretty decent iGPU, which can give good results, but is not as good as mid range discrete GPU's.. Depending on the game and resolution he may have to dial back some in game settings to keep 60 fps.

Assuming this is just for the tower.

Here you get some niceties. 2x8GB RAM, 480GB SSD, good mobo with WiFi, good PSU, etc etc. Something you can build off of, such as a better CPU and a dGPU down the road.
The case is decent, has USB3.0, mounts for 2x120mm front intake fans (when dGPU is added) and 2x120mm top fans (or 240mm radiator).
