My friends computer the other day started acting up, it was at (no joke) 100 degrees Celcius and was running at 1-2ghz. I reapplied a good coat of thermal paste, Trust me its not the paste. he can use his computer but it is super slow and he wont listen when i say it will damage his parts. HELP!

We have tried everything in this forum so far, none are correct, the thermal paste is perfect (Teksyndicate), the heatsink fan is fine and its seated perfectly, the voltage is really low because of the heat issue.

Solution
Hum, if you re applied thermal paste.
Then I would say it would be down to the push pins of the cooler not clipping right to the mobo.

When you re fit the cooler, always set the pins to the right position for locking through and to the board through its holes.

Also start with one push pin.
Then move on to the one diagonal to it.
Follow a sequence of for example with a stock cooler of.

Top left pin first, bottom right pin second, bottom left pin third, then top right fourth.
You should also check that if your friend just built the system that he removed the plastic film coat that sometimes is placed on the base of the cooler to protect the factory tim application.

Failing that check the stock voltage of the cpu in the bios is as...

Failing that check the stock voltage of the cpu in the bios is as stated for the 4670k cpu. Stock should be 1.10v to 1.15v.

As you know the cpu has clocked down due to thermal cooling problems.

Most likely the push pins and improper mount and fixing to the board.

"a good coat of thermal paste" is the last thing you want. it shouldn't be a coat at all. but as little as possible to spread out and cover the die. Maybe what you did just doesn't sound like it. a "pea size" is WAY too much.

Need to check CPU voltage/fan/heatsink mounting and if you used a lot of thermal paste redo it. The CPU could also be defective but that's really rare
