For gaming the 3900x really doesn't give much of a benefit vs the cost. You'll need a good cooler as the stock cooler under performs.

It may be a bit cheaper to get 2 seperate 1TB NVMe drives vs the 2TB.

Use the money you can save for a really nice 1440p monitor if he doesn't already have one.

The ideal specs could be easily handled with a i5-10600K

NH-U14 should be a fine cooler; NH-D15s would be the best.

On graphics buy a evga RTX2080 super:

For gaming I would go completely different.
500GB m.2 for the OS and programs. Full 2tb SSD should hold all games.
Intel 10700K pure gaming performance.

FWIW, I like to have all on a single windows C drive .
It is easier to manage space that way.
There is no performance advantage to two drives.
The initial list showed two 1tb sata drives.
I think a single 2tb pcie m.2 ssd would be faster and easier to manage.
When/if 2tb gets filled, it is easy to add storage later.

If you need to reinstall windows on a separate drive, you can easily do that, but you will also need to recover your settings as well as any apps that installed in the registry(that will be most of them)
Steam games will be an exception.

Better, I think to protect what you have via external backups and frequent user system checkpoints.

If spending that high. I recommend waiting few months. New GPUs from NVIDIA and AMD are going to launch with at-least 50% performance improvement over current generation which is huge. Ray-tracing will be twice the performance in itself which means the FPS hit you get with Ray-tracing enabled at high settings will be extremely minimal in comparison to what it is with current generation RTX2000 series. AMD will also be releasing Ryzen 4000 series CPUs in coming few months.

It is worth waiting.

Ehh, it'll vary from use-case.
It's been more convenient for me to have Windows on the C drive by itself, with everything else split to either the D or G drive if given the option.
Not that big of a setback if an app forces itself to the C drive.
