My FX8320 IS STUCK AT 1.4GHZ

FX8320 stuck at 1.4ghz , i have tried all the solutions i have read on similar threads on tom's hardware and overclockera.net. i am in desperate need of assisrance, i live in a piece of shit african country so replacing is out of the question. I believe my problem is rooted in thw motherboard settings, with specific reference to thermal throttling. It is running a corsair h80i and multiple case fans are present. I wonder if amd overdrive hasnt messed something up as well but normal uninstallation doesnt accomplish anything.

Have you checked the temps?

If so, what are they?
