My Galaxy S5 charges very slow at times

Sometimes, it charges like it should (fast) and others it will take forever.
I'm using the same charger at all times.

The Galaxy charging app shows it's getting 460mA (MAX) and 450(average)

Isn't that below what it should be ?

Charging it from computer or wall outlet? USB from computer would be much slower... as would charging it while using the phone or having the display on. It would be much better to either turn off the phone or put it in airplane mode... or better yet, plug it into a wall outlet.
