Question My games are unstable when I play on low settings

Whenever I play Battlefield V , or Red Dead Redemption 2. I am forced to play on higher settings. When I play on HIGH settings , my CPU usage is under 50% , but. When I play on lower settings , my CPU usage is high and my game starts lagging , being unstable. As I'm trying to get more FPS , I've been researching to see what could cause this problem.

When I do play on HIGH , my games are more stable and my frame rate always stays the same , but I can't get to 60FPS. But when I play on LOW , my games are way more instable , with HUGE lag spikes , but with higher FPS. I don't know what causes it , or how to fix it. My specs are :

GTX 1050Ti
Ryzen 3 1200 (*OC'd to 4GhZ)
8GB of RAM.
