Question My games freeze even after switching to a new gpu

I was playing cs go on ny 1050 ti card and it was freezing no errors on fullscreen but on borderless fullscreen the screen freezes but i can still play the game and move in game now i switched to 1660 os but same issue happens. Games like cs go half life 2 and black mesa freeze (specifically source engine games) but doom and doom eternal play perfectly. I suspected that its because my power supply is only 400 W but i want to be sure before i but something new

It was happening on my old gpu so i tought “yeah my gpu is dying” but when i switched to 1660 it happened again and its still happening with all games should i see a local technician or can i fix it by myself
