I've ben using Msi Rx 480 8gb Gaming gpu for 2,5 or 3 years and it was good until the 2-3 weeks ago..

I updated my bios and my gpu became s**t.

I mean, I was playing witcher 3 on ultra settings about 55-65 fps without any stuttering. But now, my gpu started to make my game stutter.

Because its core clock is fluctating..
When gaming, its instantly go 1310 mhz to 900 and go up again and go down again..

But interesting thing is, when i lock my fps to 45 or 50 fps ( above makes stutering )
My game isnt stuttering.

What is the problem?

Solution
I SOLVED THE PROBLEM!

I've opened my graphic card, removed plates and reached to chip. My thermal paste was a mass. It's about 3 years old and replaced it by the new one.

Core clock fluctating and extreme heating is gone!
Thanks for the all answers!

Gpu: Rx 480 Msi Gaming X 8gb (3 years old)
Ram: 2x8GB 3000 mhz ram (months old)
Cpu: Ryzen 5 2600 (months old)
Motherboard: Msi b450 Tomahawk ( 6-7 months old)
1TB nvm2 drive
480 Sandisk SSD drive

I updated motherboard, not the gpu.
