My games Lag on Evga GTX 770. Help.

Hello

My Specs are:
Intel Core i5 3470 3.20GHz
MSI B75MA-P45 Motherboard
8Gb Corsair Vengeance Ram (+3Gb of old DDR3 ram from my previous PC) (11Gb in total)
EVGA GTX 770 2Gb Superclocked acx version
OCZ OCZ-ZT650W Power Supply
Seagate Barracuda 2TB
Samsung 840 EVO 120GB SSD (Boot SSD)
SanDisk 64GB Pulse SSD
NZXT Source 210 USB 3.0 Mid Tower Chassis (With 3 Fans)(2 Exhaust 1 Intake)
Hp Pavilion 22xi (Ips) 1080p Monitor.
Dell TactX Alienware USB Gaming Keyboard

My problem is that i cant play all the games i want to hight settings. e.g. Crysis 3 can be on ultra and still be at 60fps, but when i go outside a building it goes to 30 and it makes it lag for 2 sec. I tried putting V-Sync and it still do not help help because my fps drop is so bad. Also i play BF4 on ultra and i was reaching 130fps but it was going down to 90fps so i turned v-sync on and I'm constently on 60, i thought it will work for all games but it dosent.

So i need a advice what to do to stay at one FPS not jumping all the time bacuase the game is unplayable because it lags for 2sec when granade explodes. PLEASE HELP, THANKS.
 
Solution
You need to lower the settings for Crysis 3, it is a insanely demanding game, try dropping the overall settings by one level and turn the Anti aliasing down.
Also make sure your system is running clean when you game: Close all other running programs.
Run a virus and malware scan to check for nasties and it may help to run the system with just 8Gb of memory in true dual channel mode, this is especially true if one of those legacy modules is at a low speed, because the motherboard will automatically slow the others to match it.
Also try disabling the ingame Vsync but enabling adaptive vsync in the Nvidia drivers, it should smooth things out further.

What can i do in settings to stay at 60fps? Change the settings around, but how? I Don't understand the whole AA thing and the different filters. I understand that i need to set my game settings lower and thats fine but how much, i was trying to do that and it still dosent work the way i like it. Is there a way of locking my FPS? I play old games and i get +100fps on Ultra but when something happens in the game, the fps goes down is there a way of preventing this?

Acording to manual ive put Ram in Dual channel, but then i added some old ddr2 ram 1x 1gb and 1x 2gb. How do i set it to be True dual and in my biod it says the ram is 1333Mhz and i bought 1600.

I just took out the old ram and now i have 8Gb of corsair vengance (Corsair vengance ram is at 1600Mhz) and when i go to my motherboard it says that i have 8Gb of ram at 1333Mhz. WHY?
