Question My games that I used to play previously now don't run the same

So I played not too much demanding games like FIFA 19, PES 2021 and it ran at 60fps, I wanted to try and experiment with the graphics a little bit and increased the quality, but the fps dropped . So I went back to the previous settings and now the game isn't running at 60fps like it used to on the same settings.

The settings for FIFA 19 were:
Resolution: 1920x1080
Rendering Quality: High
MSAAOptions: 2x
Frame Rate: Lock on 60pfs
DirectX: 11.0

The settings for PES 2021 were:
Resolution: 1920x 1080
Frame Rate: In-Game 60pfs
Replays and Demo 30fps
Vsync: Enable 1

Here are my PC specs:

GPU: Radeon RX 550/550 series VRAM: 2048 MB
CPU: Intel Pentium G4560 3.50GHz
RAM : 8GB
SYSTEM: Windows 10 Pro, version 21H1

We're currently on 21H2, so your OS is pending an update. As for your platform, you forgot to mention the make and model of your motherboard as well the PSU's make and model. Include the age of the PSU as well. BIOS version for your motherboard? You could try and reinstall your GPU drivers to see if the same settings nets you back up to 60FPS in your games.

All i know for the PSU is the wattage, which is 560W. I uninstalled my GPU drivers twice already using DDU but nothing changed

And also, generally the PC isn't running smoothly, like for example even if I play a game as simple as solitaire, the animations stutter even there. Or even a game like Clone Hero, my fps in that is over 400 but it stutters enormously
