My gaming computer is freezing, stuttering and running slow overall

Specs:

OS - Microsoft Windows 10 Home, Version 10.0.16299 Build 16299
Processor - Intel(R) Core(TM) i7-6700K CPU @ 4.00GHz, 4001 Mhz, 4 Core(s),
Motherboard - Asus z170 pro gaming motherboard
RAM: corsair vengeance DDR4 16.0 GB
Monitor: 2 asus 1920x1080 60 Hz monitors

When I play games I get freezes of 3 - 5 seconds in duration, stuttering and lower FPS. This started happening overnight. I have tried:

- Using DDU to uninstall and clean reinstall drivers
- Removing a stick of RAM to see if that causes it but RAM seems fine
- updating to latest drivers and reverting to older drivers
- checking to see if it is a game specific issue but it occurs in all games
- turning it off then on again
- removing dust from the machine

The GPU looks fine. I don't know which CPU reading I should be paying attention to but 64 degrees celsius seems concerning since my PC isn't running any games.


edit: I played a game at max settings @ an average of 100 fps and these were my temps after certain periods of playtime -

The temperature was about the same as when I was web browsing, so if temperatures aren't the issue then what is? My PC is fan cooled FYI
 


fans are fine and working. I cant replace the paste as ive never done it before

The game in the video is Evil Within 2, a single player game, to demonstrate that this issue happens offline as well as online. The issue is much worse in Battlefield 1 but I do not currently have it downloaded to record that.
 


Little update on this. I've been looking over the web and tons of people are having issues with the i7 6700k CPU. It also seems there are problems with the i7 6700k and z170 pro gaming in particular. It seems this guy tried what you suggested:

"Removed the CPU cooler, applied new thermal grease and reinstalled the cooler.
Now it has a little movement, it can slide a little over the thermal grease.

It didn't solve anything, it only made things worse."

So it seems that may not help things.

Sudden changes often indicate a fairly minor malware or virus infection, try sweeping for both and see if matters improve.
Also check the memory usage, it looks as if either Windows is using the swap file or the game/s are somehow taking up too much VRAM, again, causing the system to use the HDD to read data during gameplay.

Also, read ALL that thread, there's a bit about 2/3 way down, 2nd page, that tells how that poster solved the problem-he'd assembled the cooler incorrectly, damaging the CPU by applying excess hold down force.
 
Been working on this for months on and off since I've had other things to do, viruses are not the problem. Problem persists without any.

Even if that thread I linked is resolved, I'm 99% certain its the CPU since everything else checks out fine and if you google search i7 6700k issues, tons and tons of results come up with people complaining about FPS issues whilst using the CPU.

Along with that there's also the fact people have issues with the combination of motherboard and CPU I have, and the memory leak issue which I thought generally affected Intel CPUs but according to some only affects the i7 6700k.

Due to personal circumstances I do not really have the time or money to spend on this computer, but if someone out there knows what the solution is and it doesn't require buying some expensive component or service to fix --- this is what I want to know.
