Question My gaming pc has been having microstutters from its normal 144 frames down to 30-50 for half a second while playing fortnite, Why?

I recently bought new parts for this pc and im just lost for words as to why im getting this microstutter, Ive tried all the game specific fixes from epic games support. For reference my specs are
i5 8600k 6 core
GTX 1060 3gb
I should be able to cleanly get 144 frames at minimum settings but for some reason I get these ever so slight drops in framerate.
Im not getting 100% memory gpu or cpu usage so I'm not sure why its doing it. The only evidence I could find as to why it is dropping so much is when it drops I am getting a large change in wattage, an example is ingame I will be playing normally between 36-38 watts and all the sudden I will spike to high 48 or drop to low 30s and it happens right when I have this microstutter. Any idea how to fix this? tips? comments? thank you all in advance.

My temps are fine hovering around 60 celcius for the gpu and cpu
the usage for ram and cpu gets to around 70-80 with the gpu hitting around 60-70.
I did install a fresh copy of windows onto this SSD when I bought it 1 month ago. Hopefully this answers all your questions
