My Gaming PC in that last couple months is getting 40-60 less fps on a game such as CS:GO. I used to average about 190 fps but now I will see it go down to 130 and 140, numbers I never usually see on CS:GO. I even cleaned out dust from the inside of it and it didnt help much at all.
I tested the temp with msi afterburner and my pc was at the highest only 52 celsius.
Gtx 960 2G|| Intel(R) Core(TM) i5-6400 CPU @ 2.70GHz|| 8.00 GB of RAM||

You are seeing a lower Frame rate then before for the same part of a game.

Temps are good. (You checked video card temps also ?)

Sometimes a new driver level or a game update changes graphics selection. You might discover you have full-screen anti-aliasing enabled when previously you did not, that will move frame rates a lot. Sometimes loading a new driver will also reset video OC parameters such as max power. Sometimes a game update (or a different section of a game) will change frame rates.

Aside, if your monitor can only display 60 FPS, why would you want to generate 130-190 FPS that you will never see ? At 190 FPS you'd see bits of 3 different frames at all times... (called tearing), but each piece of frame you...

(called tearing), but each piece of frame you see is only refreshed every 1/60 second even though the card is generating a complete frame every 1/190 second....
