swap the CPU and mobo for a 720 BE and a mobo with a 790 chipset.

and swap the GPU for a 4770, then get a better PSU made by corsair or PCP&C, because wattage isn't everything.

If you're on a budget, I'd grab a cheaper processor. An E5200 and an aftermarket cooler like a Xigmatek Dark Knight will let you OC very high. 3.2GHz-3.6GHz seems to be the average.

You should grab a different PSU. When powering your expensive computer, quality is something you want. Grab a PC Power & Cooling, Corsair, Seasonic or Antec brand.

I agree the GPU should be changed. If you want to stay with team Green, get an GTS 250 512MB GDDR3. I also second the PSU change, I don't trust HEC for power. Try Corsair, or Enermax, or PCP&C. Stick with P45+E8400+DDR3 if you can at this point. Stay with Nvidia if you plan to go Intel. Good Luck.
 
They aren't listed, are you reusing drives from an older computer or do you also need hard/optical drives? Dump the Hec, if you need more money get a cheaper CPU. The 9800GTX+ for $115 isn't a bad deal. Should be faster then the (stock) 4770, the 9800GTX+ was in response to the 4850.
 
Drop the PSU ASAP. HEC PSUs arn't the best of quality. Get a Corsair 400CX.

DO NOT skimp on the PSU. Also note that the HEC PSU (and most PSUs in the market) advertise the PSUs "peak" power (the MAX power capable of being dilivered for a few seconds-minutes) and not continuous power (power that can be delivered for 24+ hrs continuously)like the Corsair/Antec/PC Power units.
