My Gaming rig is extremly underperforming, pls i need help

Hello my name is job
I have a more than avarage to high-end gaming pc.
Almost every game i play i am having these certain kind of bumbs,drops,hiccups.
The game i have this the most is skyrim. I have been upgrading parts now, but nothing seems to fix it. It would be great if someone could help me further and fixing this isue. The strange thing is, these problems only seem to appear on higher settings. on the lowest settings i have no issues, but with a gaming rig like this.

Specs:
-CPU:AMD Fx-8350 4.0ghz turbo enabled, (i also oc it to 5ghz but it did not made a difference for de frame bumbs.)
-GPU:AMD R9 290 tri-x OC.
-Motherboard: ASUS Sabertooth 990fx R2.0
-PSU:Cooler master v750
-Storage:Samsung ssd 850 evo 250gb & hdd 500gb 7200rpm
-Cooler:Corsair h110i gt
-Case:Sharkoon bulldozer.

I really need help because some games are unplayable, games like arma 3 en dayZ run fine, but minecraft en skyrim and alot of other games run like *.

hmmmm I know how it feels brother. can you try to reinstall drivers? me im having the same issue but with a much better built>>> like my games are running slow. can you check your temperatures?the 8350 is a good cpu and that r9 is very good too. is your r9 on 3d clocks? im having the same issues but this is my build

intel core i7 5960x 3ghz 8core overclocked to 3.5ghz
NVidia GeForce gtx 980ti 6gb no overclock on the card
gskills ripjaws ddr4 2400mhz 16gb quad channel
I have an x99 motherboard I think its an asus one will check
and I have a benq 144hz 2560by1440 resolution so i'm still trying to figure out what's happening. please if anybody can help please do... my temperatures are fine.. the cpu seems to max out at 80degrees under heavy gaming and the gpu somewhere around 75degrees
