My Geforce GTX 1050 Ti flashes red and wont show anything on moniter

Right now my PC consists of these parts https://pcpartpicker.com/list/Kz9djc. Whenever i try to turn on my PC my fans start spinning and my GPU flashes red, then after 10-15 seconds everything suddenly stops for a second and starts back up again. This continues on for forever and I get no signal too my moniter

New setup that never worked? Make sure everything is seated properly, all power cables are in OK. Your power supply is very marginal for a gaming PC, that may be an issue.
