My gigabyte motherboard shows splash screen twice when starting up along with the win 10 circle loading animation

I have a gigabyte h181m-s1
Newly formatted windows 10

What I already did is:
Load defaults on bios
Reseat cmos battery
Tried to flash the bios but my bios is already f9 version on the website the latest downloadable is f7

Note: before I format I was on AMD system installed (Win 10) on the SDD, tried my new i5 4570 + gigabyte mobo and it doesn't do this. But when I did a fresh install then I have this issue.

Since you get to the Windows desktop before it crashes, i would guess something in Windows 10 is trying to load, but failing an causing the computer to crash. What that is, i don't know. You may need to re-install Windows 10.
