Question my gpu acting weird

My gpu sizzling, when im playing a game, like world of tanks. When i minimize game, it stops. So im asking is its gpu or psu fault?
My psu 550w 80+ bronze
Gpu zotac gtx 1070ti.
I had one idea, that psu dont have enough energy to feed up gpu when its on stress? Sorry for my bad english.

What is the make and model of the PSU? How old is the unit? Better yet, just list your specs like so:

CPU:ryzen 5 2600
Motherboard:aorus b450m
Ram:viper 2x8gb 2400 mhz
SSD/HDD:samsung evo 860
GPU:zotac 1070ti mini
PSU:corsair cx550 80+bronze
Chassis:ibox passion v4 Opv4
OS: win 10 i bought them new and used like 1-2 months.
