my GPU clocks get lower when the gpu hits 70 degrees

so i set a temp limit in msi afterburner for my gpu, but when it hits the temp limit, my clocks get lower, they're all over the place, however, sometimes even when it hits 70 degrees it can still reach the overclock i made for it, but the clocks are just all over the place. how can i reduce that?
 
Solution
It sounds like an Nvidia GPU. 70 degree is their de-turbo temp, they will not hit their turbo rates when they get this high. If you keep it under (I think) 51 degrees, they will stay at max turbo. It is very common for the frequency to jump up/down when it hovers between 50 and 70 as the card is trying to adjust power and frequency to manage heat/performance values to an optimal value.
This all depends on which generation of card, this started around the 600 series. Newer models have more turbo options and ranges.

P.S.- If you want to stabilize the frequency, the only way to do it is by installing a fan and controlling it based on temperature.
