My GPU core clock stays at stock speed on idle

So after I start my PC and wait about 10 minutes or having Origin runiing, my GPU goes from 139 Mhz and 405 Mhz Memory to 1506 Mhz Core and 4404 Mhz Memory. As you can notice it also goes to a higher power consumption. It's very annoying because when I watch videos in chrome they get artifacts and stuff. Can someone tell me a fix, or why is that happening?

You have forced your GPU into overclocking mode and are surprised, that it goes into higher power state?
That's normal.

If you don't want it to happen, then don't overclock.

It's not that I forced it. You can't see it on the picture, but I overclocked it and it was in it's idle state, and then it happened. Overclock doesn't matter here.

I have it right now as we speak, it's not overclocked from the start and it's still running high at idle 🙁
