my gpu fan wont spin

hey so i got a quick question i finished my build today and my AMD radeon R9 280x fan wont spin and iv'e only tested it about 2 times and i started it up today and the fan wouldn't spin and i disassembled it and tried to find what the problem is and i couldn't find it, any help?

Can the power supply handle it? Some gpus will have multiple power cables going to the power supply check if this is the case
