My gpu fans and LEDs are on but nothing posts on screen

So i've been using an MSI GTX 960 gaming 4G for the past couple of months and then a week ago my PSU decided to blow up. After that i used a really old psu to test and see if my CPU, ram and mb work but i unplugged the gpu as it was too powerful for that old psu. Everything was still working so i assumed everything was fine and PSU stopped everything else from dying. Todayi bought a new psu, same wattage as before (500 w) and plugged everything in, the fans are spinning the LED is on but nothing posts on monitor. I tried using another HDMI cable cuz i thought maybe the cable died but nothing. I am currently using my IGPU untill i can find a solution as i think my GPU didn't die with the psu cuz there's no way that ONLY the gpu died and everything else is completely fine(or is there?). I did plug in the 8 pin (even tried with 6 pin just in case).
If anyone can help me or at least tell me straight to my face that its dead i would appreciate it. :)
Full specs:
CPU: i5-4460 (stock cooler)
Motherboard: Asus H81M-R
Ram: Some random 2 sticks of 4gb each (8 gb total)
There is also a fan connected ( I know it has practically no effect but going to mention anyway)

Solution
A blown PSU can damage the motherboard yes, I wouldn't expect it to only damage a PCI slot, but it could cause damage to the tracks of chipset which controls the PCI slot yes.

But try the GPU in another rig and see what results you get.

If the GPU works in another rig, It would either suggest your PSU is not supplying enough power, or the MoBo may be faulty. However I assure you, you are much better investing in a GOOD quality PSU, and the Chieftec is not one from my understanding, they often fail to actually fulfil the power they promise and lack adequate protection.

It was some random psu that came with a prebuild, it died and i replaced it with the new one.
RX550PA it says on that old PSU that blew up. The new one is Chieftech 500w (not sure about the exact model. I know that it can demage any component but the old one did have some protection in it considering nothing else died. I am just questioning it because i can't believe that it can only kill the gpu and nothing else even tho everything was fully plugged in. I will try and test it somewhere else because it occured to me that maybe only the PCIe slot died (last hope i know it sounds practically impossible).

Right well firstly, the RX 550PA is not a good PSU, that would easily explain why it blew. Might I also note that the Chieftec 500w is a very low quality PSU. NEVER go for unbranded or poor model PSUs as they will always come back to bite you.

It is completely possible for a PSU to blow and damage your GPU and no other components, it depends on how the PSU reacts. Especially as the poor brand PSUs never truly give out the power they state, so they easily become overburdened. And if i'm not mistaken, you ahve to plug in a 6/8 pin for your particular GPU, meaning you have a direct PSU > GPU power source, which could explain why the surged PSU, could also surge the GPU.

Personally, I would try the GPU in a new rig, and I would also get rid of the Chieftec and buy a reputable PSU. It may sound bizarre, but there's a reason why every experienced PC builder on here will tell you to never scrimp or go low quality on a PSU.

This was actually one of the best psu they were selling around here (its not without an actual model i am just not sure which exactly it is)
I will try the gpu in some other pc once i am actually able to and i will post a response here.
Can you just tell me if its possible for only the PCIe slot to die without anything else on the motherboard as that may give me a slimmer of hope until i can test it somewhere else.
Also i would like to state that the gpu is not being detected in the device menage but it does spin and everything which is why i got worried about it being dead in the first place. If it was being detected that would have been a much easier thing to fix.
