Question My gpu fans sometimes dont spin underload but slightly jiters as if it wants to

I have a gtx 960 itx cart from evga. From what i can see, the heatsink is still dissipating heat but the fan acts like it wants to spin but cant. I se slight movement but not enough to do any sort of rotation. It just jitters. When i give it a nudge after turning off my computer, it spins for a time but them i come back later and im not sure how long, the fan gets stuck again. If its trying to spin but cant, theres a problem. Its not the card its self or it wouldnt try to spin and its been under load for a few minutes. What's causing this.

Fans won't spin till a thermal threshold of about 64C is reached , that's normal.

But the fan was trying to move and it was under load as in its already heated up. When its not under lad, theres no movement at all and i knew that but if its trying to move but cant, thats a problem.

Download MSI afterburner to see if the fans are viable.
