Question My gpu gpu is downclocking but it's not overheating.It also draws all power it can get

My gpu is rx 480 8gb from powercolor (red devil edition). It's base clock is 1330mhz and it's been working well for this whole time but now something strange happens.
I've noticed (using msi afterburn) that my gpu on " stock" lowered itself from 1330 to 1279mhz by default,and max power draw is now 110W (before it was drawing around 135w max)
It was strange but I set it back to how it was and it was ok.
Today I've been playing game called observation and I notcied that I had 52 fps and gpu usage was around 72% (temp 68 so it wasn't overheating and downclocking) but power draw was at max (135w) and clock was around 1200mhz.During my playthrough I experienced blackscreens. Anyone has idea how to fix this isssue?

Go into radeon settings and then go into Tuning and go from Automatic -> Manual on the GPU tuning/clock speeds.
There will be 7 States each having their own clock speeds. Sometimes the (Max) is set to a bit lower than the State right before Max. Just take a screemshot and show me if you don't understand it.

I'd screenshot it myself for you but I've RMA'd my PSU so my PC isn't gonna turn on till I get it back.

There will be 7 States each having their own clock speeds. Sometimes the (Max) is set to a bit lower than the State right before Max. Just take a screemshot and show me if you don't understand it.

yeah that is weird, welp I have no idea what's wrong.
I heard there were issues with the latest driver updates, honestly I'm still using 20.4.2 and the performance is perfectly fine. AMD also recommends them over the newest ones when you install drivers since those drivers were the most stable as of yet. If you're outdated or completely up to date I recommend trying out 20.4.2 drivers instead of your current ones. Also do make sure you do a clean install/use DisplayDriverUninstaller before you do this.
