Question My Gpu is acting weird... Pls help!

So I have been using this 1660super for a year now. But recently my games performance started acting up. I used msi afterburner to check and to my surprise the gpu was at 99-100% utilization and the power usage was around 80watts, which is surprising considering a 1660super operates at 125watts on full load and I have seen it hit that power usage.
Specs:
CPU: I3 12100F
Motherboard: Msi h610m-b
Ram: PNY 8*2gb 3200mhz
SSD/HDD: HP EX900 250gb(windows installed)
GPU: GTX 1660super
PSU: Thermaltake litepower 450w (I know this psu is not enough for the 1660super but It has been working find)
OS: Windows 11

Now, the most weird part about all this is that this low power usage and high utilization problems occurs on specific scenarios, which in the past wasn't the case. For more context, I have played elden ring using this card on extreme settings (though in elden ring the graphics settings honestly doesn't change the performance much) in the past and I got 60fps locked, but now when I'm inside a building(in elden ring) the performance is still fine (meaning fps is fine and so is the power usage and gpu utilization), but when I'm in a open space the performance does a nose dive and the scenario I explained previously happens. I have no clue why this is happening, some games run fine but others like elden ring not so much. I also ran furmark to check the gpu and the power usage was 125watts at 100% as expected.

For solutions,
I have tried unplugging (unslotting?) the gpu and cleaning the pins and then putting it in again,
I have tried reinstalling gpu drivers,
I have also reinstalled windows,
And to no avail.

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

I have also reinstalled windows
Did you recreate the installer to rule out a corruption on said OS? As for the OS install, did you install said OS in offline mode?

reinstallation was the wrong wording I used there. I actually resetted my windows installation. And I don't think the OS is corrupted, considering this was the same windows I had when elden ring and every other game ran normal on this same gpu

This is known issue of elden ring, its not a gpu problem, its cuz elden rings operates with cpu quite strange and since cpu is controlling gpu thats the case. Disable core 0 via task manager or process hacker that should help
