Question My GPU is consistently running way too hot

So seemingly overnight some issues started to manifest in my PC. All of a sudden my GPU started getting really hot from very little input.

I'm talking shutting down due to overheating from watching YouTube.

I've done a system restore, multiple malware scans, taken apart the GPU and applied a new coat of thermal paste, and tried dropping the temperature in my room.

That said, I opened the case just now while it was running and noticed that the GPU fans aren't running.

How do I solve this issue?
