Question My GPU is not giving 100%

I was running a stress test on 3d mark after noticing some strangely low performance in games. I saw that the GPU load was only 60% and I'm not sure why it's doing this, I've changed windows and Nvidia settings for max performance but the GPU still is not working as well as it should be. Any help would be greatly appreciated.

System:
GPU: 1080ti
CPU: i7-7700k
RAM: 16gb of DDr4
Storage: Some 500gb SSD
Operating System: Windows 10 Pro
PSU: Corsair CP-9020098-UK VS Series ATX/EPS 80 PLUS Power Supply Unit, 650 W

Things I've Tried:
Changing to max performance in windows
Changing to max performance in Nvidia
Updating the BIOS
Reinstalling Drivers after a full uninstallation using DDU.

I've done hours of research and nothing I've seen has helped.

Well, you have a REALLY poor quality power supply for one thing. Replacing that should be your first order of business.

Second, 3d mark doesn't always run the GPU at full speed. Download and run Furmark, and monitor the GPU load with that running.
