My GPU is not using 100%

I'm trying to play GTA V but I sometimes get frame drops so downloaded HWMonitor to look at all the numbers. I found that when I experience the frame drops my GPU usage goes from about 85-98% to 45-52%. I turned all the power settings to performance in the nvidia control panel and in windows itself.

Specs:

i7 6700k
GTX 1070
ASRock z270 k6
960W PSU
Windows 10 64

It's from a company called PC Power and Cooling. Not sure I've had it for a while. Would wattage effect that?

none, play with graphical settings to see what filtering is giving you the problems, one must be hating your cpu or gpu
