[SOLVED] My GPU leaks electricity to the case

hello everyone,
I have noticed after I installed my GPU into my new pc that it leaks electricity to my case, and I am %100 sure because I tried everything and found that if I unplugged the GPU there will be no electricity leakage.
so what should I do?
my pc:
gigabyte 2070
power supply Evga 550 b3
motherboard: ASRock z390 phantom gaming SLI
CPU: I-5 9600K
cooler: MasterLiquid ML120L
case: BitFenix Nova TG
 
Solution
It's better to return it immediately. Just get new one faster, you won't have to do anything but ship. The leakage is probably a problem in the GPU board.

I think I will check for an answer for 2 days and if don't finds one I will return it because I live in Saudi Arabia and I have to ship it to the US.
it is a pain in the ass

I feel electrical shock whenever I touch the case. I just found out that the problem is in the PSU and GPU makes it worse because it drains more energy from the PSU "175w"
