My Gpu memory clock speed is locked in place

I was playing around with my Sapphire R9 270x overclock settings in the AMD's new control center.
I put my speeds to it to 1200 clock speed and 1550 memory clock speed. Then tried to up it to 1600 mhz memory clock. and it froze there. I tried to reset the settings via amd's control center but they still say 1600 and wont move down any further.
I installed afterburner to see if that would help. sadly it did not.
Have I fired my gpu?

Reset all of the settings in CCS or Radeon Crimson. Like go into the control panel and reset them.

Reset all of the settings in CCS or Radeon Crimson. Like go into the control panel and reset them.
