Question my GPU usage drops down to 0-3% regularly while im gaming and it stutters whenever this happens

its not a memory issue, corrupted system files or outdated drivers so im out of ideas

cpu/gpu temp and usage during the game?

i'll check the PSU tomorrow since its like 2 am and if i crack this thing open i'll make too much noise,
but here's the system specs (also its not malware since its been doing this since i got it)
