GPU usage dropping and causing stutters

SPECS:
playing in 1080p
ryzen 5 7600x
rtx 4070 super oc windforce
32 gb of ddr5 ram (teamgroup)
asrock b650 mb
1tb ssd
thermalright peerless assassin 120 se cpu cooler
evga 750w bp bronze +

In games like ready or not and squad, my gpu usage will be close to 50 or 60 on MAX settings. When i set my resolution scale to 1440p, the usage goes up to about 80%. However, during gunfights, my gpu will drop to 30% usage for a split second, causing some stuttering. This is especially bad in ready or not. Sometimes the gpu usage will just hover around 50% after dropping. Temps are chilling at about 59 celsius under stress during these games. Thinking it could be that im playing at 1080p but that wouldnt explain the random drops in gpu usage.

Any advice? This gpu was brand new. Wasn't having this issue with the 3060ti.

Prior to swapping the GPU's, did you run DDU to remove all GPU drivers(intel, AMD and Nvidia) in Safe Mode, then powered down to swap GPU's to later install the latest GPU driver sourced from Nvidia's support site in an elevated command, i.e, Right click installer>Run as Administrator?

Hello! The PSU is only about a year old, I bought it around Christmas time last year.

I used DDU in safe mode and even powered down and swapped out the GPUs. I did update my drivers for my GPU but I did not use run as administrator. Also, I’ll take a look at that bios update.

I will say, my CPU does have an automatic overclock built in. Do you think possibly the temps are getting to high on it, causing my GPU usage to drop due to it possibly not getting any info for a split second from said CPU? Should I turn off the automatic OC?

It should also be said that I’ve only played 3 games so far. Call of duty, even with a bottle neck at 1080p, has not given me any hitching or stuttering. It has ran perfectly.
