Question my gpu usage is jumping from 0 to 100

cpu: i7 - 2600 3.40ghz
Gpu: RX580 sapphire pulse oc edition
16 gb ram

when i play like apex or r6 i got 120 fps but when i move with my mouse its just lagging i dont know what to do i tried everithing i think my card is broken if you know please give me some tips
