Question My gpu usage is stuck at 0

After staring COD CW my game was running really slow and after checking msi afterburner and other things it is just stuck there and I have 6 FPS. My cpu is also low at 45 but I sort of expect that due to the lack of gpu causing a bottleneck. My card is a 1660 and 2600 with 16gb of ram. Help would be greatly appreciated.
