Question my gpu you is not giving its full potential

Hi guys,i got a custom pc and since i bought it am just getting maximum of 70fps in league of legends and 20fps maximum in minecraft (with shaders) and if I lowered the graphic setting in the game I will get maximum of 90 fps in league of legends can you guys help me please. my specs are

CPU: ryzen 7 1700

Motherboard: Asus Rog strix x470-f

GPU: msi gtx 1080ti

monitor: 144hz 27 inches

power supply: 750w

Ram: two 8 GB rams 270mbps

plus i uninstalled and reinstalled all my drivers

your system might be overheating as I have way lower specs and get way more fps on league etc and what is your resolution
