Question my graphics card doesnt give out any signal to my monitor

i was moving my pc recently and a drive corrupted so i switched to another drive installed windows and the on board graphics card worked fine the dedicated graphics card (sapphire r9 280 duel x) would give no signal to my monitor once plugged into the power source but lit up fine and spinned up like normal ive turned off onboard in bios im using legacy windows 8.1 32 bit ive tried all 3 pci slots no changes and im not sure what to do anymore

Double check that all ur cables are connected

i have at least ten times i also talked to my brother over the phone and he works in system engineering, he said it doesnt sound broken but he cant say much about it since hes not there to see it.
