Solution
You don't have ShaderModel 1.1 support on your integrated graphics. Pixel Shader and Shader Model are two very different things, they are not interchangeable. If you want to play Splinter Cell 3, you are going to have to get a graphics card. Fortunately for you the game is so old that even the weakest card available today would be able to run the game well.

If you do want to upgrade, post some of your systems specs so we can better make a recommendation. (CPU, RAM, Motherboard, Operating System, Power Supply)

Unfortunately I can't find a spec sheet for your computer as Dell has discontinued it, your motherboard can take a graphics upgrade, but I don't know what sort of power supply you have. You can find this out by opening the case and reading the sticker on the side of the PSU. A really low end card like a Radeon HD 5450 would run Splinter Cell 3 fine, and will work on any power supply. If your computer has a 300 watt power supply you could go as high as a Radeon HD 5670 or 6670, which are more capable with modern games if you do want to play modern titles, however, your CPU would definitely hold you back performance wise with most modern games.
