My graphics card is underclocking itself

While gaming i get 60fps around in most games but after 5-10 mins i start getting 18-25fps i ran the game in windowed mode to open cpu-z and checked that my stock clock speeds were reduced to 400mhz actually they were supposed to be 1150mhz then after restarting the system i again get 60fps until restart it won't go up! To 1150mhz again

My gpu is r7 250 1gb ddr5
This downclocking never happened before at all even when i did gaming for more than 6 hours continiously

I updated gpu drivers some days back and then after some days i upgraded the system from intel g2020 to fx8350 i didn't re-installed the windows what could be the possible problem ?

if you changed from intel to amd, you should do a fresh install of windows.

if you had a pentium g2020, why not just throw in an i7 instead of switching to amd? kinda went backwards there.

I think i will do re install windows this week what do you think should i go with win 7 or win 10 ?

I m running cooler master 450w psu thunder
Temps before underclocks - 80-90 c

It is heating but i have done continious 4-6hr gamin with it when i had g2020 no downclocking ever happened
i bought g2020 & r7 250 in 2014 June, it started since November 2015

Just install a tolls and double-check the temps. The new cpu alone will heat up the case significantly.
