Question My graphics card is underperforming

Gpu: Nvidia RTX 2080
Cpu: AMD Ryzen 7 3700X
Cpu Cooler: Stock
Motherboard: rog strix b450-f gaming
Ram: 32gb
Psu: 650
Fans: 3 front intake, 1 back exhaust

I recently started to notice that my performance in games was lower than expected. I downloaded novabench and found out that my gpu was performing significantly lower than it should have been. I also started seeing strange errors like: video tdr failure and video scheduler internal error. So i'm hoping someone has a decent solution for me. My only theory is that the psu doesn't give enough wat, but I thought 650 would be enough

PSU is fine.

Id try uninstalling the gpu driver with DDU and then reinstalling the latest driver. DDU is the only way to be sure you have completely removed a corrupt driver https://www.guru3d.com/files-details/display-driver-uninstaller-download.html

It did increase my gpu score a bit but it still supposed to be 40% lower than an average 2080
