Question My graphics card stops computer startup

I just bought a new Dell XPS 8960 desktop and wanted to use my dvi-d/hdmi/vga pci graphics card as I did in my old Dell for a dual monitor setup. The new Dell comes with a pci-e x16 gen5 graphics slot. (Although Dell failed to mention the slot actually only runs at 8 lanes) I put the card in the new computer but the computer fails to start with the card in it. The power button turns yellow for a second then flashes white. If I remove the card it starts normally as far as I can tell. I can’t see it because I can’t use any of my monitors. Has anyone experienced this and do you know of a card that works in this specific model?. The current graphics card is a AMD 324101-HF RADEON HD 6670 1GB GDDR5 PCI-E X16 DVI/VGA.

PSU is not listed by Dell and without a monitor I can not look it up
 
Your old GPU does not support UEFI and does not work with Windows 11.
Thanks. I looked up newer cards the support UEFI and windows 11 and found one that comes with an adapter for DVI. But it does not come with adapter for my vga. Therefore my only option is to buy a new second monitor that is HDMI to use on the Dell display port (with the HDMI adapter that Dell provided) and use my old DVI monitor on the card. Or use a dual display port adapter and two new HDMI monitors. I just was not looking to buy so much more. It would be nice if the Dell XPS came with more than one port for graphics.
 
Update: I found an Nvidia card that supports DVI/HDMI/VGA and says it works with Windows 11. Nowhere does it say UEFI, but I assume it supports it.
